 Last but not least is the fact that Article V does not allow for a new Constitution to be drafted, because the text states: //“Congress ... shall call a////Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, ////__as Part of this Constitution__////, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof....” //When ratified, the amendments proposed by a convention become part of our current Constitution. A convention can-not, under the plain text of Article V, set up a new constitution.
